When transporting chemical products, the regulation of ABNT NBR 7503, provided, in addition to other requirements, that vehicles used in the transport of dangerous products must carry the Emergency Form and the Transport Envelope.
The preparation of the Emergency Form contains information in accordance with the regulation of the ABNT NBR 7503 standard. Here are some basic information found in the forms:
▪ Shipment details.
▪ Appearance of the product and personal protective equipment (PPE) to be used by the service team in case of emergency.
▪ Risks that the product may cause to health and the environment.
▪ Flammability of the product.
▪ Measures to be taken in case of product leakage.
▪ Measures to be taken in case of fire.
▪ Information pertinent to the medical team.
▪ Other pertinent and clarifying observations so that when having contact with the product, people can deal with the product properly.
It is essential that the Emergency Form is prepared by a professional who has technical and specific knowledge of the product and the hazardous chemical waste being transported. The information entered in the Emergency Form is intended to assist the rescue team in the event of accidents, to learn how to proceed in relation to the substance being transported there, so as to prevent the accident from reaching even greater proportions.
It is very important, even, that the Emergency Form contains the telephone number of the fire brigade and of the traffic policing, civil defense and environmental agencies that serve the region where the vehicle will carry out the transport. The bodies mentioned are the most suitable to deal with any type of incident, as they already have training for such.
The Emergency Form must be prepared for each product classified according to the UN numbering, as it is not allowed to use an emergency form containing several products with different UN numbers.
The Emergency Form – Characteristics, Dimensions and Filling, so that in the event of an accident, the Emergency Form will serve as guidance to the driver or the rescue teams, informing how they should proceed in case of leakage, risk of explosion, product contact chemical with living things and more. Emergency files that do not comply with the ABNT standard can cause serious consequences for people and the environment in the event of accidents.
As of December 23, chemical carriers are no longer required to carry the physical Emergency card and envelope, as per resolution no. 5,848, published on June 26, 2019 by ANTT. The resolution updates the regulations regarding the transport of dangerous products, about replacing the printed document with an application. Thus, when there is an accident involving products classified as hazardous, information can be provided through any available means, including digital, such as Abiquim’s online emergency response application, Pro-Química online.
